i found tweaks for faking HDR/Bloom for video cards that don't have the capability.

as with all INI tweaks:
~ use the INI file found at C:\Documents and Settings\YOUR_COMPUTER_NAME\My Documents\My Games\Oblivion
~ save your current ini file before making any changes

using CTRL-F, search for "BlurShader" (it should be the 3rd "blurshader" entry)
scroll down to:
fAlphaAddExterior=0.2000
fAlphaAddInterior=0.5000

i changed mine to:
fAlphaAddExterior=0.3000
fAlphaAddInterior=1.0000

it gives it that glowy look.
feel free to change it to suit your tastes.
