Netches. There are two of them there. They will attack you once they detect you. They are the only aggresive netches there. When you kill one, you get a message from the game. Therefore, you need to see two such messages.
If you've already been in Gnaar Mok the it can happen that they are already dead :D because they are there no matter whether you have the quest or not and they've already attacked you. If it is the case then your quest is already done.

Encumberance. The only cure is increasing your STR. You can do it by investing in STR during levelling up or by equipping magic items with "constant effect: fortify STR". No other possibility, sorry. No "increased weight allowance", which we know from Daggerfall.

Either drop weight or boost your STR. You could also use something with the feather effect, but generaly increasing STR works better and has other advantages besides a higher encumbrance limit. Like hitting people harder.

It's possible that your strength has been lowered from a spell or an encouter with a creature that lowers strength (often found in tombs). Check your stats to see if it is lower than it should be. It will show in red if it has been lowered (unless you are wearing strength enhancing items - if you are, take them off to see if your strength stat shows in red). If so, you can raise it to its normal levels with a restore strength spell or potion.

How exactly does "feather" differ from what you are describing? Sure, it reduces the current weight you are carrying rather then increasing the maximum weight you can carry, but the effect is the same.

Increasing streangth also increases other things, such as damage I tought.

Feather just removes weight from your back.
