I pickpocketed the 200 off her but I don't have the option of returning the money to complete the mission.

Can't even pay it out of my own pockets.

Perhaps this particular quest can only be completed by you bribing the woman into paying you.

That's odd: on most of the 'get the money' quests, you can just pay up yourself: often much the better option.

I'd buy some bug musk, go back to Suran, and try to talk her into paying up...

Also a nice time to use the "Zenithar Whispers" amulet, if you have it...
