How high does it need to be to be able to enchant a decent CE item? By some weird fortune, i found an Altmer in some old Dunmer Stronghold who trained my Enchant to 100, yet still i cant enchant a good CE item. I first tried by enchanting a CE water breathing necklace. it worked. then i tried enchanting a ring that would grant me 20 strenght, but it failed everytime, even after i enchanted a gauntlet to give me 50 to enchant(!). ill ask again, how high does it need to be to work?

Annoying isn't? It also depend on how high your intelligent is. The higher it is the better. Create a fortify intelligence potion to make it higher. Then do your enchanting stuff. This should give you a little success.

I prefer paying enchanter to enchant my stuff as they never failed.

Me too: I don't even know how to do DIY enchantment. Since you end up with WAY more money than you can ever spend in the game [even without any cheats], and since enchanters will buy your high end items that no one else can afford, I really prefer to pay the professionals...

Your success in enchanting depends on:

- your Enchant skill
- your INT
- your LUC

If you want to add a high level enchanting then all these stats must be high. Your Enchant skill cannot be higher than 100 but your INT and LUC can. You will need the "Galbedir's Secret" potion:

Ash Yam + Bloat + Corkbulb Root + Guar Hide

(Fortify INT, Fortify LUC).
Note that the strength of a potion depends on your INT (and the Alchemy skill). Therefore, create the potion and drink it. Your INT and LUC will go up. Create next potion - now, the potion is stronger - and dring it. Your INT and LUC will go up again. And so on, until your INT and LUC reach 500 or so. Save the last potion so that you won't need to absolve the line of potions again.
Now, you should be able to create a good constant effect enchantments with a good chance of success.
