I've found 2 pages that lists master trainers, but none of them includes medium armor. The list at UESP place him by the docks at Tel Fyr but also mention that he for some reason isn't there. I've never seen anybody there too.
Has he arrived at Morrowind with one of the newer patches, and if so where is he?

AFAIK you need a plugin.
He is not in the game/expansions/patches.

AFAIK he wasn't included in the game. And it doesn't seem Bethesda wants to correct the error in any patch / official mod, leading to the assumption that it was no error but a precise choice.
Plugins fix everything, though.

Same goes for the Master Armorer who should be Sirollus (sp?) the Imperial Armorer at Ebonheart and the Blunt Weapon Master who is actually some else at the same St Delyn (?). Yeah Hammerhead. Just search Morrowind Summit for master trainer plug-ins.

How about the Master Enchant? people will get a nasty suprise when they meet them. seems like a bug.

Isn't that the one who attacks you on sight ? You can still make use of him, all you need to do is cast calm humanoid. Then start training. When the effect of the spell is gone, do it again,and again, and again, until you're done.

yes, but not many people know you can do that. besides, people tend to have a policy of " If it's attacking you. Kill it! " ;)

Is there any reason for not including those master trainers in the game, or did they just forget it?

There is *NO* master trainer for medium armour - and I don't think that it is a bug either - but a specific choice by Bethesda.

There is a **legitimate** way of training your medium armour skill up to 100 (in fact *any* skill can be raised this way without a master trainer).

If you want to know how, the solution is below:

Go to Sadrith Mora, enter 'Dirty Muriels Council Club' and look for 'Erer Darothil' (upstairs). Buy the spell "Scourge Blade" from him.

Now that you have this spell in your possession, you can get Erer Darothil to make you a drain medium armour skill spell to work on yourself (80pts - 2 secs - target *SELF*) is about right. Now head off to the nearest medium armour trainer, cast the spell, quickly open the talk dialogue, and train your medium armour skill. Repeat as neccessary. Simple huh?

Beyond this method, the highest medium armour trainer that I know of is located in the Vacant Tower on Dagonfel (up to level 83)...
