I'm in this tomb near the temple shrine. And I can see on my map that there's more to it than I can get to - namely there seems to be a passage behind these boulders which are at the bottom of the ladder and have a curiously straight line between them. There must be a lever or something that I can use to access the passage but I'm stumped. Some help?

I had the same problem a while ago.

It's part of a quest which, as I understand it, must be initiated by Mehra outside the temple before the attack on the plaza.

go talk to someone ( I've forget the name but it's a female ) inside the temple for the quest.
