I have a quest to take some documents to the treasury from a guy in Caldera. They're sealed, but I opened them (then reloaded) and they show he's corrupt. Now he says to take them to the vice-treasurer woman, and not the head guy. I tried showing the head guy and he's like, oh how interesting. I also reloaded that because I wasn't sure I did the right thing. What should I do? Basically I want to progress in Hlaalu; I'm not really interesting in shaking things up if it means not advancing any further. What's my best option for this quest?

did you remember what your favourite uncle cassius said? just give him everything what the caldera guy want you to do and he'll take care the rest. ;)

Odral Helvi in the Goverenor's Hall in Caldera will ask you to deliver an order to the Treasury Assistant Clerk, Tenisi Lladri in the Hlaalu Vaults in Vivec. Though all you have to do is a simply delivery, you can also take the orders to three other people: Alen, Rovone Arvel, and Crassius Curio. Though if you do hand in the orders to the alternates, you'll still complete the quest but Helvi will not like you.
