I cannot enchant more than 60 points in any item, tho I haven't tried high quality rings yet. I tried making a constant effect fortify Speed item, but the maximum is +13. Boots of Blinding Speed have +200. What am I missing? I am aware that some items can store more enchantment points than others, does it depend of INT as well?
Any advice is welcomed.

open the little book that came with the game to page 39 and it will explain in detail what you want to know.

Crimsom, I have a damned pireted version of the game - you cannot get Morrowind (nor almost any game, AAMOF) here anymore. And I am reluctant to buy anything from internet (I have no credit card).
