its only illegal if you if caught, because I sell Dwermer stuff all the time and nobody ever said "I can't buy that its illegal".

Everybody buys dwemer things... they don't even refuse like they do with skooma or moon sugar...yet smuggling dwemer artifacts is illegal, as you might find out in some quests. Maybe they forgot to implement the trade refusal for dwemer? or maybe it's just a bendable rule?

The law against smuggling/trading Dwemer artifacts is Imperial, and as you might notice the Imperial Law isnt exactly the most respected law by the people of Vvardenfell. OR, it might just be one of the many things they never did get in Morrowind.
