I don't get it. When you enchant something with a constant effect, the base cost is the same. But when you buy or look at constant effect things, they are much higher. Can someone elaborate on this?

You mean when you enchant an item, and then sell it ?

simple, when you enchant item in the game you must follow games rules.

those items that you see that already got enchantment in it are created from TES editor. when you create enchantment from TES editor you do not need to follow rules, ie you can create godly items.
