After stealing the saints shield from the drumer Temple/enchanter in Ald-ruhn
I got the bounty lifted off my head, but the all of the guards in the town continue to attack me, any way to stop them from attacking me

The last time I got a price on my head, I had the bounty removed in the Thieve's Guild. When I left the guild all the guard's came running after me, so I ducked into the Mage's Guild (I'm a member there too!) and slept 24 hours. The guards then left me alone.

hmm..I always save first before I steal something. when I fail to steal, I reload.

Try to recall if you commited any illegal activities prior to this. But I think its most likely a bug.
