You can sell moon sugar in the building to the right of the mages guild.. the cat in there will buy moon sugar.

Anyone of their race (lets refer to them as catpeople [img]tongue.gif[/img] ) will buy moonsugar. I'm not 100% sure, but I do believe smugglers will buy it also.
