If you've stomped your way through Belmora then several of the people there say this, and they say the Dunmer are very good at discerning the accent of other people.
In fact, the say that the local Dunmer will probably hate you MORE than other outlanders (yup, I play one, and it's true).

I'm playing a dark elf also and they all call me outlander. "Outlander, what do you want?"
