i asked the bookkeeper in balmora and she said go to vivec
i asked jobashas rare books in vivec and he said go to the hall of justice secret libary

So...i cant find a secret library in the hall of justice; i only found the very public library nearby in the hall of wisdom...
So anyone know how to get to the hall of justices secret libary? or perhaps know where to look for those papers?
