You should talk to Tolgerias (overnment Building) first to get the quest.
To get Umar hills on your map you'll have to talk to the little boy in the Government district or search Valgyars home in the Docks district. The Tanners letter will give you the location too I think

when you get valygar, you can't backstab with his weapon, even though its a katana...go figure

try giving him celestial fury and you should be happy
