The rogue prisoner, that you give the lockpicks to, in the Snake Temple mentions he’s after the Death Mask to return to the gypsy to fill his destiny.

Once I got the mask, the prisoner was no longer in his cell, I travelled to the gypsy area, but none would accept it. Is this an actual quest?

No, it's not. You need that mask when you get to the castle.
