Will low wisdom say 8-10 cause an increased chance of spell failure for a mage?

Not for a mage. But I highly recommend drinking a potion of insight (raises wisdom to 18) before you cast Limited Wish or Wish. The options that you can wish for are determined by your wisdom. You pretty much get mostly bad options at your current wisdom. Other than that, wisdom doesn't mean much as far as your spellcasting ability. It does increase your saving throws versus mental effects (charm, confusion, etc.).
