Hey, wait a second I do believe you do get to use your special abilities with ToB installed. I got Anomen high enough level to use a special ability for the final battle.

this is incorrect. You get your special abilities the first level after your characters pass 3 million exp. I got a few while still in the drow city.

Actually, if TOB is installed, your characters will get their special abilities when they reach the needed level (which is not the same for diffirent classes). So, it is quite possible in SoA to have those decent special abilities.
