Where do I go and who do I speak to about making special weapons. Ive got some artifacts but i dont know what all i need.

on to the answer. the vast majority of weapons (is SoA) are assembled by cromwell, who is in cromwells house (surprise) in the docks. he does charge you money so amke sure you have at least 10k.

in ToB cespenar in th Pocket Plane will make the shiny ones for you. he charges to tho. WIH does an insane butler imp want with 10KGp? i dunno.

both of these chars will give you the list of what you need to complete an item if you have one part. also most of the good ones you have to go through the underdark to get.

if you want weapons the word on the streets is talk to cromwell . if you want to buff up weapon or make some in TOB I've heard theres and Imp that could...
