If I have ToB installed can Cernd then progress past 14th level? Why was he restricted in the first place?

Cernd, and every other character in BG II is limited to an XP cap of just under three million. With ToB installed, he and all your other characters can go up to eight million. So yes, he and everyone else can advance further that way.

Yes he can. He was restricted to 14th level because to reach it you have to have 1500000 XP points and the next level is 3000000, which is beyond the XP cap. However, even without TOB, you can download the XP cap remover from Ironworks.
