This my be an easy problem to solve. I've killed the evil child-killing half-pint Neb. And I was advised that I hand his head in to the authorities. But who and where do I take it to? Please help it scares me every time I open my inventory.

Yes, it is!!!! If you notice when you pick the head from the ground it wears glasses!! I don't think there were glasses those ages!!
As for where to go, go to the Goverment Disctrict and enter the Counsil of Six building and in there talk to the one in the top (don't remember his name).
