To get mage stronghold you must first finish Planar Sphere quest.
I am not so sure how do you get mage stronghold (I don't remember) but I think you get it after you finish the quest.

And to get to sphere you need Valygar or his corpse, so do not finsh quest for Cowled Wizards.
