thats part of the human skin quest-the silver dragon is a part of the underdark-u will meet her at around chapter 5/6 if im correct-

You might not want to do this if you play a good character though, since it's a pretty evil quest and the reward is a thing that only evil characters can use.

In any case you want to finsih the Dragon Egg quest first, you get a decent magic crossbow from Adalon and some coll stuff (and XP) in ust natha.

That and attacking her dispells your desguise, making UST Natha VERY diffacult, not beacuse the drow are hard, but beacuse of the sheer number of them! Alo i dissagree, its okay for good poeple to kill Adalon, sure you cant use the armor, but theres no downside (if you kill her after) and you get tons of exp for her (58,000 i belive) I killed her and I'm lawfull good!

This is awfully cheap, but here is a way to get the dragon blood. Of course you played multiiplayer? Ok, just before you go to underdark you will meet the silver dragon. Save your game in her presence. Reform your party/ release a character, save and then reload and create a new character, kill the dragon and give the blood to the newly created guy. Now, export him. Now go back to your original game. Later, just bring in the blood toting character when you need the item. ta-da. (you could also use a hex editor to add the item the inventory of one of your characters)
