is there some sort of red dragon sclae sheild? if so whats the diffrance in that and the armor and how do u make it? also is there shadow/blue/wite dragon sheilds as well?

There is Dragon Scale Shield found in Windspear Hills.

oh thx! Who do I talk to who adds the hills to map? Isnt it near the umar hills?
is there white/blue/shadow dragon scale shields to?

Nope, there is only a red dragon shield.
