Where can I buy it early on in the game? I tried everything!

Heh, I generally find all my Find Familiar scrolls, I think you can find one in Nalia's Keep.

are you sure you've checked everywhere? if i'm not mistaken, doesn't the guy in waukeen's promenade (on the top right area) have such a scroll? or at least the chick in the back of the Adventurer's Mart, between the bookshelves?

Just have patience. Low- and midlevel scrolls pops up everywhere

There is deffenitly one in nalias keep. right after you get in the secret entrance...

There are a few in city itself - I remember once I found one before Nalia keep. (I went there having 400000exp). It is low level - they are everywhere.

There is one scroll in Nalia's Keep i don't know exatly where but I did find one there...

on a side note...does installing ToB fix the problems with familiars?
