I've search the archives and can't get a straight answer to the following claim, "A weapon at speed factor 0 gets an extra attack per round." Can anyone confirm or deny this statement as fact?

I don't think this is true, but you will always attack first in a fight.
btw. what does your quote mean

It doesn't give you an extra attack per round. It just makes the weapon slightly faster.
