I can't seem to move outside the various districts in the city.When I bring up the world map I can't get it to outline various quests that are on there.Outside the city it just forms a hand and wont let me move there.Anyone have any suggestions

try visiting City Gate first and exiting through there. Then you should be able to leave from any place.
