You can buy a scroll case at Galoomp's market stall in Waukeen's Promenade, also from Ikert in the Docks district. Gem bags you can buy almost everywhere, at the adventurer's mart in Waukeen's Promenade as well.

where is Ikert on the Docks? Is he the guy that sells you the necklace for Jaheira?

No, he's the short guy outside Rayic Gethrac's house, in the southwestern corner of the Docks.

You can also buy a scroll case from the lady who sells spells in the back of the Adventures Mart in the Promenade. I have also bough a scroll case from one of the merchans in Trademeet.
