T am doing the Tanner quest. And i have almost completed it but but i can not find the begger Ramph. I have looked all around the bridge district. but i can not find him. where is he?

Rampah is slightly north of the Merchant's Square. You know where there's a big arch just beside Saerk Farrahd's Estate? He's standing underneath on of the pillars of that arch.
