You need either to remove xp cap or install ToB (which raises xp cap to 8mln)

As far as I know, no you can't (and also, you need at least 18 Intelligence to be able to write any lvl 9 spells into your spellbook)

you'll need the cap remover- you have to be level 18 (spell level 9 X 2) to cast 9th level spells...

But you always can cast from scroll.

If you want to cheat, you can. Get Shadowkeeper, get your main character, get it's intelligence and wisdom (don't know for sure about the wisdom) to 25 and you'll be able to cast level 9 spells in SoA (at higher levels (>16))
