I've beenlooking high &low 4 Cernd, but can,t seem to find him anywhere

talk to the Mayor of trademeet, he will give you permission to take Cernd. Once that quest is done Cernd hangs out in the druid grove itself if you release him from your party.

He's propably the worst NPC in the game. Don't get him.

Do get him. There is some good XP attatched to his quest (child) and then dump him/her, err whatever Cernd is.
