on the player status screen (where you go to level up) what does it mean when a wizard has this listed under "spells" 8 (-2)?

It's your saving rolls against spells.

The 8 means, as has been said, his normal saving throw. The -2 means that he'll get a bonus due to items or maybe spells. So his actual saving throw is 6.
