I am currently in the Domain of the Dragon attempting to get into the Maze portion. My theif is at 85% picking lock capability with her theif ring and theif gauntlets and is still unable to pick the lock to open the door to the Maze. I would like to retrieve the pieces of the burial mask, but need to get into this section to do so, also I need to find and release Iltha to complete this quest. Any solutions would be appreciative. Thank You.

To increase your thieving abilities further, you might try potions of Master thievery, or Mind focusing.

Alternatively, you can get the level up on your thief by camping and popping off monsters if you don't want to retreat.

Did you try "knock" the spell that opens doors? Did you clear the rest of the dungeon like the undead room, and those orcs that talk to you? I have a feeling that there is a key somewhere-- check the floor and furniture in the room beyond the undead room-- i may recall a key or something perhaps.
