I have part of a weapon called the wave shaft that I found in the Haer Dalis quest. Is the the other part on that quest? or near there or..?

The wave blade is in the sahuagin city, just before the underdark. Make sure you don't miss the boat on the way back from the Asylum. This is all in Chapter 5.

Its found on the rebel prince in the sanguahin city, worth the trouble if you ask me.

Is it not the silver blade that the fish ppl keep going after me for? Or did I screw up and not get the Wave Blade when i was in the city?

Dont worry, those are githyanky you are talking about, they are after the silver blade. The wave has nothing to do wth them unless you kill them with it.
