If I take him to the planar sphere, get what I need and then kill him, will the wizards back in the government district still reward me?

Just go through the sphere. You'll get a nice surprise (well maybe not a nice one but)

Yes. As a matter of fact, I just killed him at his house and carried his body to the sphere, and the plotline worked fine.
