Do boots of speed improve spell casting time for mages or does it only increase movement rate?

Only increases movement rate.

The only things that improve casting time are:

Robe of Vecna - casting speed improved by 4

Amulet of Power - reduces casting time by 1

Drow Elven Chain +3 - reduces casting time by 1

(and the Improved Alacrity spell in TOB)
