Yup 14 is the number, it is the max level your druid can advanced to anyways.

And it has to be YOUR character. I tried to get Jahiera to take over, but it wasn't possible (and I had her over level 14 with the XP cap removed)

I've never played with a druid as my PC, do you get the druid grove as your stronghold or not?

Yep, the Druid Grove is the stronghold. And above, I meant I had the XP over level 14, she never advanced over 14.
