SSIA.... once he goes to check on his family, he says he'll be at the Radiant Heart hall, but I can never find him??

Have you looked everywhere in the building? From memory Keldorn usually hangs out in the back room with the guy who can gut fish. It's also possible that if this is part of a specific quest, you haven't waited long enough for him to show up yet. Hope you find him!
