you need the blood of the silver dragon Adalon and take it to the book seller in Imnesvale. Buy a certain book from the seller (Book of Zhentarim I think) and identify his name. he'll make it for you then

To tell you the truth, my own personal reason for believing Human Flesh just doesn't cut it (regardless of the fact that I have an all-good party) is the fact that you have to go up against a Silver Dragon to get it. This means you miss out on a very interesting plot in Chapter 5, and don't get the armour until Chapter 6, by which time you've probably found something else you can use (Night's Gift Leather +5, for example). The armour itself is made by Fael, one of the merchants in Imnesvale, aka Darcin Cole, and if you can bring him the unfinished suit from the Tanner's shop he promises to complete it if you can bring him the silver dragon blood. To identify yourself as a friend, you must buy a copy of 'The History of the Zhentarim' from him first.

And you can get it a lot earlier in the game than the human flesh stuff. =P
