Check the houses opposite the Temple of Helm in the Bridge District. You'll also need a Rogue Stone.

If you are referring to Zallanora (sp), no she doesn't have one. It is just a generic wooden staff. I've killed her plenty of times, and she usually has moderate to highly rare scrolls (like spell trigger, spell strike, etc.) some gold, potions, and gems.
