I'm in Trademeet and just killed Feldorn. Where do I find the shapechanger to make the genies go away?

There is a house near the druids grove, and the woman in it who sells potions is the shapechanger. kill her and take the tigers head to the Djinn

The shapeshifter (Rakshasa) is located in the potion seller's house (Adratha's Cottage) at the Druid Grove map. You will be facing 3 of them unless you force attack her, she appears to be a human female. If you force attack her, when she dies you will still get the rakshasa's head.

Go to the northeast exit in trademeet (by the graveyard). There will be a rogue standing in the grass, who has information on where to find the shapechanger.

The shapechanger is in an area called the "Druid's Grove". If you don't have that on your world map, you need to visit the major's house. Talk to the man and woman there. The man will tell you about the animal attacks, and ask you to work with a druid they have in their jail. The druid will provide you with a map to the Druid's Grove.
