As for the guy you mentioned. talk to bernarnd.

The guy in the cc is bernard the main bartender. The bad guy's house is marked derelict house on your map.

But I suggest you to take the long way, for more xp. Go to the goverment district's main building and ask the mage near the door for some information. He will tell you that he knows nothing. When you get out, one of the mages will be there. Pay him to stay out of the fight. Then , go to the bad guy's house and he will surrender. But don't kill him. Jaheira will.
