My question concerns the Talisman of Rillifane, where exactly is it, my eyes are getting tired and it's probably really obvious but for the life of me I can't find it!

The Center builing at the South, (it's marked, but I forgot how it was labeled). In the lower level, you will see a locked chest, with a puzzle. It tells you to find a key upstairs. The runestone you find in the upper level is the key to the puzzle, read it and you should figure it out. If not, ask again for the answers.
