where or which shops can i get wands of cloudkill?
also how many charges are in them?

You can get a wand of cloudkill from:
1) Jon's initial dungeon, by getting the cloudkill key and click on the pillar in the trap room near the exit;
2) Mekrath's Tower (who captured Hare'dalis), there should be one there;
There are probably other locations, but these two are the ones that I can recall at this point.
As for recharging, you can sell the want to the shops and buy/steal it back.

You can't buy them in shops. U find one in Irenicus' dungeon at the start and IIRC another in Mekrath's lair. They don't have many charges. To recharge it u have to sell it to a shopkeeper and buy it back, but it'll cost loads. I think then it'll have like 50 charges.
