In the Gov't. District, in the Palace or Gov't. building or whatever it is, you'll see a wizard named Tolgerias. He wants you to do a minor quest for him. Your eventual "reward" is the Ring of the Ram that he has. You can also opt to pickpocket it from him in the Gov't. building.

Kill Tolgerias in the Planar Sphere. Pick his pocket when you first see him in the Government Dist. and in the Planar Sphere (Maybe you could get 3 this way?)
