When i steal sth. i cant sell that, not even to thieves.

But there is at least one person who will buy 'Fenced' Items. Maybe a SPOILER:

Uh oh...is he the ONLY one? I think we accidentally ..er...removed him from our game! LOL We're having the problem of selling some stolen scrolls in my multigame just the other day. So this is interesting info.

I've got to agree with Gd_00 on this score. Realistically if you've stolen the goods then no-one could know that they are stolen, particularly if you were to steal from say Trademeet and then attempt to sell in the Docks. I think the main reason for it is to prevent high level thieves creaming a store and selling everything back to become mega rich.
