Can you go back and forth to the main city in BG 2 without affecting any active quests or repopulating dungeons you have gone through. For example if I have killed everything in Windspear hills except Fikraag can I go back to the main city (athlat ???) and sell stuff and buy better weapons and come back without messing up the story line or having the whole dungeon repopulated ?

Actually, you do get a few minor monsters after you come back from the city -- like a small group of goblins or orcs or something. But nothing you need to waste any real time or effort on.
