I think a mage with higher INT will be able to memorise higher level spells. To learn more spells per level, I think the critical ability is character level. The higher the char level, the more spells per level the mage can memorise. There is a limit though (9 spells per level, I think).
There are certain items that will allow a mage to learn extra spells per level if the item is equipped - I think that sword (katana?) from whashisname from Planescape Torment is one, the other is the metaspell influence amulet from the starting dungeon.

I also think that Edwin's amulet might be such an item

I think the 9 per level is very frustrating cause if you find a really good spell and have a lot junkspells you cant memorize it http://www.tgeweb.com/ironworks/cgi-...iles/frown.gif

ring of wizardry gives you 3 more spells at reasonably high levels (5ish) not sure where i found it though

INT affects KNOWN spells, not MEMORIZED numbers. Rings of Wizardry and Amulet of Metaspell Influence help for that
