I believe the gauntlets of ogre power are in the Planar Sphere and the Frost giant belt is in the Underdark. I don't know how specific you want....but hope this helps.

Gauntlets of Ogre Power is in the Planar Sphere.. you get it from a dwarf just in the beginning..
And the Girdle of Frost Giant Strenght is in the Underdark.. take the Underdark Exit and go to the South East corner.. there at the statue you must summon an animal and then 5 or 6 guardians will come up.. chop their head off and then on one of the guardians the girdle will be.. =)

Yup. And give 'em to your characters with lowest strength, as they benefit most. No point giving one extra strength point to someone who already has 18. Imoen only has 9, and Aerie only 10.

However the reason why everyone wants these items is not to distribute them equally over your weak party members but to make the best weapon in the game...the Crom Faeyr!

heh, I always wondered if you can go to underdark extremely early.

like, say, do the copper corrant task first, then run around a bit once you made 15,000 gold, go to underdark, run through the whole thing, then come out with all those darn good items. i agree some of the battles are tough, but the dungeons are created according to your levels. so you might not face too hard obstacles.
