I got a Sorcerer Level 11. I think his AC is 9. Minsc has -4. Also I accidntly set his dexterity to 9. Does this affect my ability to use my weapon, take damage and avoid attacks ?

Dex is a very important attribute, but less so for a spellcaster than for a fighter (or thief, of course). It will affect your character's AC and quickness. Restarting or not depends of his other attribute scores. Your choice, mate.

The higher the
Dexterity, the lower (better) your Armor Class. This reflects your
character's ability to dodge attacks.

DEXTERITY as an Armor Class Modifier

DEX AC Adj. DEX AC Adj.
3 +4 14 0
4 +3 15 -1
5 +2 16 -2
6 +1 17 -3
7 0 18 -4
8 0 19 -4
9 0 20 -4
10 0 21 -5
11 0 22 -5
12 0 23 -5
13 0 24 -6
25 -6

With good dexterity you also get a little bonus to thieving skills in the beginning as a thief. I think it is +5 extra per thief-skill if you have 19 in dex.

U can use Shadowkeeper to change your attributes without restart the game

There is also some gauntlets od dexterity out there that sets your dex to 18...

Yep, Wolfie, but aren't they sort of wasted on a Sorcer ?

I put Dex 18 on my Sorceror, which makes it a pain for people trying to shoot or backstab him. However, you don't need to restart if you get the Stoneskin spell, since this is good for stopping 5 hits until you get your fighters in place

Dex is a very important stat.

Not only does it determine the starting AC, it will also affect the THAC0.

For mages, which are ranged characters, I recommend a higher Dex. Not because they might get shot by archers (Well...Actually yes...If you get shot, your spell gets interrupted), but because you want be safe when rushed by the enemy. Also, since a mage cannot wear armour, a high AC is essential if you want to survive the later onslaughts.

Like others have said it will impact on your armor class. Other than that (important) fact, it's not a prime requisite of your class. If you accidentally set it to 9 then hopefully other attributes (constitution, intelligence, etc) are higher than they otherwise would be.

What, does it affect your THACO too?? Is that when you use ranged weapons?

Anyway, a mage doesn't need good AC or THACO, since the dexterity bonus isn't that much, and your mage isn't supposed to be in front taking hits. Besides, the mage will get stoneskin, (unless you are specialized at a certain school), and have protection from normal missiles-spell.
